ABOUT

R. E. Pender, Inc. is a multi-disciplined consulting firm specializing in utility appraisals, valuations and other general consulting services. The firm is solely-owned by Robert E. Pender, an Accredited Senior Appraiser who has over 40 years of experience in the utility industry as a consultant and line manager. For the past 30  plus years, Mr. Pender has provided professional consulting services to municipal utilities, electric joint action agencies and authorities, water authorities, city and county governments, private utilities, banks and equity investment firms.

Mr. Pender has over 40 years of experience in providing services to the utility industry and local governments as both a consultant and in a management role for an investor-owned utility. From 1986 through 2004, Mr. Pender was a Principal and Senior Director in the firm of R. W. Beck, Inc., a well-known international consulting and engineering firm. Prior to joining R. W. Beck, Mr. Pender was employed by Public Service Company of Indiana (now Duke Energy) where he last held the position of Wholesale Cost of Service Supervisor. He formed R. E. Pender, Inc., a multi-disciplined consulting firm, in January 2005.

 

Mr. Pender is one of only 15 individuals nationwide who hold the designation Accredited Senior Appraiser -- Public Utilities, as certified by the American Society of Appraisers. Over the past 20 years he has performed some 60 appraisal/valuation studies for local governments, private investment firms, municipal utilities, water authorities, banks and others. In addition to performing appraisal and valuation studies, his other areas of expertise include utility rates; cost of service and regulatory support; contract billing compliance reviews and dispute resolution; economic feasibility studies and right-of-way cost studies and impact fee studies.

In addition, Mr. Pender has testified as an expert witness in defense of his appraisals and on various utility rate/regulatory matters before the Federal Energy Regulatory Commission; State Regulatory Commissions in the District of Columbia, New York, Ohio, New Mexico, Kansas, Missouri and Pennsylvania; Circuit Courts in Virginia, New Mexico and Florida; and the Federal District Court of Nebraska.

 

Mr. Pender received a B. S. Degree in Accounting and Business Administration from Indiana State University in 1977. He has also successfully completed 200 hours of valuation courses for machinery and technical specialties appraisal review and business valuation given by the American Society of Appraisers.

 

His affiliations include the American Society of Appraisers (served as Chapter President and Secretary), the American Water Works Association and the International Association of Assessing Officers.
